At the appellate court level, the governor via Executive Order No. 54 has established a Council for Judicial Appointments to recommend nominees for appellate court vacancies.

At the trial court level, a Trial Court Vacancy Commission created by statute makes recommendations to the governor in filling interim vacancies.
